Aid may be extended on the basis of complexity if the veteran's matter meets the complexity guidelines. On the information available to this office, it is considered that this veteran's matter does not meet the complexity guidelines and therefore your request to deem this matter complex has been refused. Should you wish to have this decision reconsidered by the Manager, Grants Division, please advise, providing any further information, within 28 days.
